Lagos State’s internally generated revenue (IGR) for 2025 exceeded the combined total of 22 other Nigerian states, according to a new report from the National Bureau of Statistics (NBS).
The state generated an impressive N1.77 trillion during the year. In contrast, the 22 states ranked below the top 15 collectively earned N909.35 billion, highlighting a significant economic disparity.

The NBS disclosed these figures in its “2025 Internally Generated Revenue Report,” which revealed that Nigeria’s 36 states and the Federal Capital Territory (FCT) jointly generated N5.15 trillion. This represents a substantial 40.93% increase from the N3.65 trillion recorded in 2024.
Lagos State’s N1.77 trillion was the highest figure recorded by any sub-national entity. Rivers State followed at a distant second with N428.42 billion, while Enugu State secured the third position with N406.77 billion. The FCT generated N356.34 billion, and Ogun State rounded out the top five with N252.36 billion.

Other high-performing states included Delta (N202.49 billion), Edo (N132.21 billion), Oyo (N103.25 billion), Kano (N102.26 billion), and Akwa Ibom (N100.80 billion).
The data starkly illustrates Lagos’s economic dominance, with its revenue being approximately N860 billion more than the combined earnings of the bottom 22 states. These states and their 2025 IGR figures are as follows:
Katsina: N64.29bn Ondo: N60.32bn Cross River: N58.64bn Ekiti: N57.09bn Anambra: N57.03bn Osun: N56.84bn Bauchi: N52.79bn Bayelsa: N50.30bn Plateau: N45.10bn Gombe: N43.96bn Kogi: N43.94bn Imo: N43.65bn Borno: N36.36bn Adamawa: N33.76bn Nasarawa: N32.57bn Kebbi: N31.23bn Zamfara: N30.07bn Benue: N29.57bn Taraba: N28.16bn Sokoto: N20.48bn Ebonyi: N17.18bn Yobe: N16.01bn
At the lower end of the spectrum, Yobe State generated the least revenue with N16.01 billion, followed by Ebonyi (N17.18 billion) and Sokoto (N20.48 billion).

The NBS report specified that the total revenue comprises tax revenue and income generated by various Ministries, Departments, and Agencies (MDAs). Tax revenue accounted for N3.79 trillion, while MDAs contributed N1.36 trillion.
A breakdown of the tax revenue shows that Pay-As-You-Earn (PAYE) was the largest contributor with N2.64 trillion. This was followed by withholding tax (N503.46 billion), stamp duties (N111.57 billion), and direct assessment (N112.65 billion).
