The governor emphasized that safeguarding the digital space is a collective obligation rather than a duty left exclusively to law enforcement, tech corporations, or state authorities. He pointed out that every segment of society—from individual users and households to commercial enterprises and public bodies—plays an integral role in mitigating digital vulnerabilities.

Sanwo-Olu observed that a major driver of cyber victimization is the widespread lack of familiarity with routine security measures, making ongoing education and outreach vital.
“A significant proportion of victims are targeted simply because they do not know the fundamentals of digital safety, which underscores the crucial need for extensive public education,” the governor remarked.
The governor’s appeal aligns with a broader state-wide campaign led by the Ministry of Innovation, Science and Technology (MIST) alongside the Cybersecurity Advisory Board, both working to bolster regional preparedness and public literacy.
State officials confirmed that Lagos’s participation mirrors the global campaign championed by the United States Cybersecurity and Infrastructure Security Agency (CISA), aimed at securing critical infrastructure, promoting best practices, and equipping internet users with practical safety tools.

Over the past three years, the Lagos State Government has rolled out numerous strategic technology frameworks designed to foster trust and resilience across public agencies, local enterprises, and community networks. These interventions center on building institutional capability, refining technical skills, and promoting responsible digital behavior.
Key among these milestones is the rollout of the Lagos State Cybersecurity Guidelines earlier this year. The framework delivers tailored, scalable security blueprints to assist micro, small, medium, and large corporations in auditing vulnerabilities, mitigating risks, and securing critical digital assets.
In addition, the state has expanded public sensitization drives, specialized technical training, and capacity-building programs across government departments to ensure public servants are thoroughly prepared to address evolving digital threats.
