Hamzat unveils 100-Point manifesto pledging 4,000 Buses, Major Healthcare overhaul, and Infrastructure Boost

Dr. Kadri Obafemi Hamzat, the All Progressives Congress (APC) governorship candidate for Lagos State in the 2027 election, has presented an ambitious 100-point development agenda, promising transformative investments in public transit, healthcare, housing, and job creation.

Speaking at the unveiling of his policy document, titled The Lagos Promise (Ileri Eko), at the Wole Soyinka Centre for Culture and Creative Arts in Iganmu, the sitting deputy governor pledged to expand the state’s public bus fleet from 1,000 to 4,000 units, modernise 100 primary healthcare centres, and raise the number of specialised maternal and child clinics from 10 to 15.

The roadmap is structured across seven strategic pillars, featuring 87 concrete pledges and 13 broader aspirational goals covering transport, healthcare, education, security, housing, governance, and environmental sustainability.

Healthcare and Social Welfare

Under his proposed administration, Hamzat aims to widen the reach of the Ilera Eko health insurance scheme—which currently serves nearly two million people—to cover one-third of all Lagos residents, prioritising low-income households and vulnerable populations.

His health agenda also includes constructing two new general hospitals in Ogombo and Ibeju-Lekki, adding 580 hospital beds across the state, and completing ongoing developments at Massey Children’s Hospital, Somolu, and Ojo.

Transport and Infrastructure

Hamzat outlined a comprehensive plan to strengthen intermodal transit across the metropolis:

Rail: Extending the Lagos Rail Mass Transit Blue Line to Okokomaiko, pushing forward the Green Line corridor linking Marina to the Lekki Free Trade Zone, and building a central interchange at the National Theatre to link the Blue and Red lines. Waterways: Procuring 75 electric ferries, renovating 25 terminals, and opening up 140 kilometres of new water transit routes under the Omi Eko programme. Roads: Unlocking the Fourth Mainland Bridge project through strategic partnerships, accelerating the Lekki-Epe Regional Road, and launching Phase Two of the Opebi-Mende Link Bridge.Education, Employment, and Business Growth

To prepare the state’s workforce, Hamzat pledged to expand the EKOEXCEL programme across 1,028 public primary schools, improve teacher compensation and training, and establish a dedicated University of Medicine and Health Sciences.

The blueprint also tackles youth unemployment by proposing six- to 12-month paid internships for technical and vocational graduates—with the state co-funding 40 per cent of their stipends—alongside complimentary certification for skilled artisans. For entrepreneurs, the candidate promised streamlined permitting, easier access to credit, a unified schedule of lawful business fees, and increased access to public procurement contracts.

Housing, Security, and Governance

On housing, the APC flagbearer proposed accessible mortgage financing featuring single-digit interest rates, a 10 per cent down payment requirement, and extended repayment windows.

Hamzat also committed to deploying the Lagos State Neighbourhood Safety Agency across all wards in the state’s 20 local government areas and 37 local council development areas, supported by expanded CCTV networks and enhanced street lighting.

Emphasising transparency, Hamzat stated that his first 100 days would feature executive legislation for a Child Protection and Nutrition Agency, the establishment of a Service Delivery Office, and the rollout of an audited Lagos State Wealth Fund overseen by an independent board. He also instituted a strict public service response timeline: citizen complaints must be acknowledged within 48 hours, addressed within seven days, and resolved within 30 days.

“A promise is a debt the government must repay. Check it. Track it. Measure it,” Hamzat urged residents, committing to a public scorecard to monitor performance.

Party stalwarts—including Lagos State Governor Babajide Sanwo-Olu, former Minister of State for Defence Senator Musiliu Obanikoro, former Deputy Governor Princess Sarah Adebisi Sosan, and APC State Chairman Cornelius Ojelabi—attended the event, rallying voters behind Hamzat to ensure policy continuity in the centre of excellence.

Lagos State Governor Babajide Sanwo-Olu has thrown his full weight behind his deputy, Dr. Kadri Obafemi Hamzat, describing him as a seasoned administrator uniquely equipped to sustain the state’s rapid development trajectory.

Party chieftains and stakeholders across the state joined in backing Hamzat, pointing to his long-standing track record across successive administrations as proof of his preparedness for the top job.

Delivering an impassioned endorsement, Sanwo-Olu reflected on the defining moment of their political partnership in 2018, when Hamzat stepped aside during the governorship race to serve as his running mate.

“Many men would have done it and nursed the wound. Some would have done it and plotted. Femi Hamzat did it, shook my hand, and five weeks later agreed to run beside me,” Sanwo-Olu said.

The governor stressed that his backing was not mere political courtesy, but a direct testimonial based on seven years of close collaboration and shared achievements.

“I have never forgotten that. It is why I asked for more than a goodwill message today. I did not come here to be polite. I came here to testify,” he stated.

Sanwo-Olu commended Hamzat’s crucial role in managing key state initiatives, including the COVID-19 public health response, the delivery of the Lagos Rail Mass Transit Red and Blue lines, and the completion of the Lekki Deep Sea Port. He also highlighted his deputy’s steady hand during executive absences.

“When I travelled to bring investors to Lagos, he was in the room I had left, and Lagos did not notice that I had gone. That is the highest compliment a governor can pay his deputy,” Sanwo-Olu added.

Hamzat’s public service history in Lagos spans over two decades, beginning in 2005 as Commissioner for Science and Technology under former Governor Bola Tinubu, followed by his tenure as Commissioner for Works and Infrastructure under Babatunde Fashola, before assuming the deputy governorship in 2019.

Making a case for sustained governance, Sanwo-Olu pointed out that Lagos thrives when incoming administrations build upon their predecessors’ foundations rather than halting progress. He highlighted critical ongoing projects that require seamless execution, including subsequent phases of the light rail network, the Fourth Mainland Bridge, the Lekki-Epe International Airport, and the Omu Creek development.

With seven months left in his administration, Sanwo-Olu expressed pride in the state’s infrastructure strides while underscoring that a peaceful political transition would be his proudest legacy.

“I am proud of the rail lines and bridges, schools, hospitals and other projects we have delivered. But I want to tell you the thing I am proudest of, and it is not made of concrete. It is this: Lagos is going to change governors without a quarrel,” he affirmed.

The governor urged All Progressives Congress (APC) members to rally broad public backing for Hamzat, following the 657,917 votes he secured during the party’s governorship primary on May 21, 2026.

Speaking on behalf of the PBAT-KOH Campaign Council, former minister Musiliu Obanikoro described Hamzat’s policy manifesto as a practical framework for inclusive governance, economic empowerment, and sustainable growth. He called on traditional rulers, religious bodies, professionals, artisans, and youth groups to actively engage in shaping the administration’s vision.

Representing the Governance Advisory Council (GAC), former deputy governor Sarah Sosan noted that while continuity is vital, it must also accommodate modern reforms. She recognized the foundational work of past governors—Tinubu, Fashola, Akinwunmi Ambode, and Sanwo-Olu—and affirmed that Hamzat’s deep executive experience equips him to tackle pressing priorities such as transit, healthcare, education, security, housing, and the environment.

Echoing these sentiments, APC State Chairman Cornelius Ojelabi urged residents to rally behind Hamzat, stressing that past achievements should inspire even greater strides rather than complacency.

“Lagos must move forward, not backward. Opportunity does not mean complacency. It must mean building through leadership, identifying shortcomings and driving greater progress with renewed determination,” Ojelabi concluded.

Key stakeholders emphasized that the continued progress of Lagos depends on seasoned leadership, political harmony, and a unified commitment shared by the government, the private sector, and local citizens.
