The Lagos State Government has strongly rebuked the Nigerian Ports Authority (NPA) for redirecting its focus from Lagos ports to the Warri Port Complex, asserting that it is the NPA’s policy failures—not the facilities in Lagos—that are causing the ongoing issues in Apapa’s maritime corridor.
Adekoya Hassan, Senior Special Assistant to Governor Babajide Sanwo-Olu on Transportation and Logistics, emphasized the administration’s steadfast dedication to addressing port congestion issues. He claimed that the NPA’s actions continue to hinder progress, despite the state government’s numerous interventions.

Hassan pointed out that Governor Sanwo-Olu has made significant investments in infrastructure, traffic management, and multi-agency cooperation to improve cargo movement in Apapa and Tin Can Island. However, he accused the port authority of failing to align its policies with these initiatives, leading to ongoing traffic bottlenecks on the access roads.
He underlined that the shift to the Warri Port Complex is a misguided strategy that overlooks the true causes of inefficiency. “The problem lies with the NPA’s policies, not the Lagos ports,” said Hassan.
His comments come in response to growing concerns from freight operators, clearing agents, and investors who worry that the NPA’s actions could diminish Lagos’ key role as the country’s main commercial gateway.
