Lagos new laws: Govt sets commencement dates for 7 new laws

The Lagos State Government has formally announced commencement dates for Lagos new laws as seven newly enacted laws, signaling a major step toward deepening institutional reforms across the state.

In a statement released on Tuesday, by the Director of Public Affairs, Lagos State Ministry of Justice, Grace Alo, five of the laws have already taken effect from February 19, 2025, while the remaining two are scheduled to come into force on August 4, 2025.

The announcement comes months after Governor Babajide Sanwo-Olu signed the bills into law as part of a comprehensive drive to improve governance, consumer protection, emergency response, and grassroots development.

“The staggered implementation allows sufficient time to educate the public, train personnel, and provide the required infrastructure to ensure effective enforcement,” the statement read.

Lagos new laws: Five laws already in Force since February

The five laws which took effect in February this year include:

  1. Lagos State Fire and Rescue Service Law – This law enhances the state’s ability to respond to fire and emergency situations, strengthening operational structures and defining modern standards for safety and rescue operations.
  2. Law Enforcement Training Institute Law – Designed to raise the capacity of security personnel, this law mandates structured training, ethical compliance, and certification of law enforcement officers.
  3. Human Organ Harvest and Tissue Transplantation Law – This new law provides a regulatory framework for ethical organ donation and transplantation, and establishes penalties for illegal organ trade and medical malpractices.
  4. Consumer Protection Agency Law – With this law, Lagos has formally established a Consumer Protection Agency to oversee product safety, market fairness, and protect residents against exploitation and fraud.
  5. Victim Assistance and Witness Protection Law – To support the criminal justice system, this law ensures protection and psychological support for victims and witnesses, particularly in high-risk cases.
