He highlighted that the state has assembled top-level institutional expertise to facilitate productive discussions and prompt actions in the water sector.

The meeting emphasized a collective commitment to transforming Lagos into a water-resilient megacity, with decisions expected to have a significant effect on millions of residents.

Engr. Adegbite noted that the Technical Committee had met on June 26, 2025, and achieved substantial progress on important initiatives, including delivering findings from the Legal Feasibility Study and providing updates on the Adiyan II CPA and the 250-Toilet Project.

He stressed that the proposal for establishing 100 Public Facility units with a total of 10,000 toilet units across various communities reflects a commitment to eliminating open defecation in Lagos State, while also creating investment opportunities.

“The seven vision statements for enhancing Lagos’ water resilience—improved mapping, enhanced infrastructure data, expanded access, stronger investment frameworks, upgraded sanitation, digital transformation, and reduced water losses—demand a level of high-level coordination that only we can achieve,” he remarked.

He acknowledged that ARUP’s presentation on the City Water Resilience Approach had shown significant advancement in stakeholder engagement and current investment alignment strategies. The Permanent Secretary called on Steering Committee members to translate these technical insights into actionable strategies, saying their responsibilities would include reviewing investment plans, evaluating Technical Committee submissions, and making informed recommendations to the Advisory Council.

In her comments, Ms. Evelyn Mere, Country Director of WaterAid, emphasized that the partnership fostered by the Lagos Water Partnership illustrates how collaboration among government, private sector development organizations, and communities can facilitate vital investment and produce scalable impacts.

Speaking through Dr. Adebayo Alao, the Lagos State Team Lead for WaterAid, she added that WaterAid is prepared to offer ongoing support by providing expertise, networks, and resources to transition from planning to tangible, measurable outcomes.

Engr. James Oyedele, Director of the Water Resources Department at the Ministry of the Environment and Water Resources, discussed the Roles, Expectations, and Recommendations for the Steering Committee. He indicated that PPP projects would be structured to include provisions preventing future governments from interfering with or terminating these projects as long as they comply with contract terms, thus assuring private developers and investors of continued government support, even with administrative changes.
