LAWMA enhances strategies to address persistent waste issues across Lagos

The Lagos Waste Management Authority (LAWMA) is stepping up its efforts to combat persistent waste hotspots throughout the state by implementing a multifaceted plan that includes waste removal, improved collection services, enforcement of regulations, infrastructure enhancements, and community involvement.

On Monday, Dr. Muyiwa Gbadegesin, the Managing Director/CEO of LAWMA, shared that the agency is shifting its focus from merely removing waste to tackling the operational and behavioral issues that lead to the re-emergence of illegal dumpsites.

Gbadegesin indicated that the new strategy will merge the clearing of existing waste with initiatives to ensure proper collection and disposal of waste generated in nearby communities.

He noted that enforcement actions against indiscriminate dumping and illicit waste collection practices are also being strengthened to protect the established waste management system.

“Our strategy is evolving from merely removing waste to addressing the root causes of its recurrence. We are collaborating with stakeholders to improve collection where there are service shortfalls; enforcing compliance in areas of indiscriminate dumping; and implementing measures to prevent re-dumping at cleared locations,” he explained.

Gbadegesin mentioned that this strategy is already in effect in places like Ayobo-Ipaja, where ongoing waste evacuation is combined with enforcement efforts against illegal waste collectors, as well as markets and businesses that fail to dispose of waste correctly.

In Mushin and Odi-Olowo, following the clearance of waste from major road medians, LAWMA is now sending collection trucks into side streets to enhance access to waste management services.

This initiative aims to deter residents from returning waste to the previously cleaned road medians.

Additionally, he pointed out the recent upgrades at the Olusosun Disposal Facility, noting that improved access and faster truck turnaround times have increased operational efficiency.

LAWMA is also enhancing its partnership with Private Sector Participation (PSP) operators through a reform initiative that targets route management, service delivery, fleet capacity, technology-based monitoring, accountability, and the long-term viability of the waste management sector.

Gbadegesin emphasized that enforcement against illegal waste operators and unauthorized markets contributing to indiscriminate dumping will be intensified, while engaging with communities and stakeholders to ensure that cleaned areas remain tidy.

He stated that behavioral change is crucial for sustainable waste management in Lagos.

“A clean city cannot rely solely on government efforts. We need residents, businesses, markets, PSP operators, and communities to take responsibility for waste generation, handling, and disposal. Merely clearing a location only for it to revert to a dump site is not a sustainable solution,” he asserted.

He added that the broader goal of the Lagos State Government is to establish sustainable waste management through a circular economy, highlighting ongoing initiatives such as the establishment of transfer loading stations and material recovery facilities, alongside promoting waste-to-wealth and waste-to-energy projects.

Gbadegesin reiterated LAWMA’s commitment to a strategic and data-driven approach to recurrent waste issues, incorporating operational actions, enforcement, stakeholder involvement, and infrastructure advancements.

He encouraged residents to use approved waste collection services, report service inadequacies, and avoid indiscriminate dumping, stressing that maintaining cleanliness in Lagos is a collective responsibility.
