Governor Babajide Sanwo-Olu has launched a free e-learning platform along with academic materials for students in public primary and secondary schools throughout Lagos State, representing a significant advancement in the state’s Human Capital Opportunities for Prosperity and Equity (HOPE) initiative.
The announcement was made on Thursday at Lagos House, Marina, during an event aimed at raising public awareness and showcasing Lagos State’s achievements, organized by the Ministry of Economic Planning and Budget.

Supported by the World Bank and initiated in 2025, the HOPE initiative aims to address longstanding issues in education, healthcare, and governance.
As part of this new phase, the Lagos State Government will provide free literacy and numeracy books to all pupils from Primary One to Primary Six, while students in Junior Secondary School One to Three will receive free textbooks in literacy, numeracy, and science.

In addition to distributing these educational materials, the newly introduced digital platform is anticipated to enhance access to modern educational tools and improve learning outcomes in public schools across the state.
At the launch, Governor Sanwo-Olu highlighted the progress made in education under the HOPE initiative, noting that over 1,000 classrooms have been built or refurbished, digital learning opportunities have been increased, and thousands of teachers have been recruited.
He emphasized the government’s ongoing investment in training educators to bolster the quality of education in public schools.
“Our administration is dedicated to ensuring that every child in Lagos has access to quality education and the resources required for success,” the governor stated.
Sanwo-Olu also shared the advancements made in healthcare through the initiative, revealing that Lagos now operates over 330 functional Primary Healthcare Centres, many of which have been renovated or upgraded.
He mentioned extended health insurance coverage, increased recruitment of medical staff, and significant investments in modern medical equipment and digital health systems.
The governor pointed to the construction of the Massey Children’s Hospital as a flagship project designed to enhance access to specialized healthcare for children. He also noted that programs like the distribution of Mama Kits are improving maternal and child healthcare while easing financial burdens on families.
Regarding governance reforms, Sanwo-Olu remarked that efforts have been made to strengthen transparency and accountability in public resource management. He indicated that the HOPE-GOV component of the program has enhanced budget credibility, fiscal discipline, and performance tracking, even at the local government level.
The governor stressed that reforms are meant to ensure that public spending yields visible and measurable benefits for residents.
“We are not only investing in key sectors but also ensuring that these investments are effectively managed, transparently monitored, and translated into tangible advantages for the people,” he stated.
Hon. Olumoh Saad Lukman, Chair of the House Committee on Economic Planning and Budget, praised the governor’s dedication to education and human capital development. He highlighted the newly completed Tolu Schools Complex in Ajeromi-Ifelodun as a prime example of governmental investment in education, describing it as a modern learning facility with exceptional infrastructure.
Lukman urged development partners and stakeholders to visit the area to witness the transformation firsthand.
World Bank representative Akin Onimole affirmed that independent evaluations of the program demonstrated Lagos State’s ability to deliver quality results, noting improvements in procurement processes, project implementation, and the management of public funds.
In addition, UNICEF representative Celine Lafoucriere characterized Lagos State’s progress as a compelling illustration of the impact of political will and effective execution, stating that successful reforms can yield real benefits for citizens when implemented properly.
Commissioner for Economic Planning and Budget, Ope George, emphasized that ongoing investment in human capital is essential for the state’s long-term economic development and social stability, reiterating the government’s commitment to prioritizing education, healthcare, and good governance within its broader development agenda.
The launch of the e-learning platform and the provision of free academic materials is expected to positively impact thousands of pupils and students across Lagos, further advancing the state’s initiative for inclusive and high-quality public service delivery.
