Mr. Femi Gbajabiamila, the Chief of Staff to the President and Chairman of the Working Group, made this announcement on Monday after the group’s meeting at the State House in Abuja.
The Working Group is examining the Police Act of 2020, the Police Service Commission framework, police regulations, and other pertinent laws to aid in developing a modern and effective policing system.
The proposed framework will set national minimum standards, determine state preparedness and certification, clarify jurisdictional duties, ensure independent oversight, protect human rights, and secure sustainable funding. It will also outline a structured transition to a dual-policing model.

The invitation for memoranda will be open for two weeks, allowing input from citizens, professionals, civil society, security agencies, state and local governments, academics, and other stakeholders. Submitted ideas will be assessed and incorporated into the draft bill, which will then undergo further national consultation before being finalized for presentation to the National Assembly.

The Working Group has established a seven-week schedule from July 27 to September 14, 2026. The draft Executive Bill is planned for presentation to President Bola Ahmed Tinubu on September 3, 2026, with subsequent national consultations before final approval.
The new National Policing Bill will outline standards for recruitment, training, oversight, funding, and transition processes to ensure trustworthy, effective, and accountable policing across the country.
Dapo Abiodun, the representative of the Nigeria Governors’ Forum and Governor of Ogun State, has described state policing as a significant reform and emphasized its importance as one of the hallmark initiatives of President Tinubu’s administration.
