The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has brought several criminal charges against Nasir El-Rufai, the former governor of Kaduna State, linked to alleged corruption involving substantial sums of money.
According to Kaduna Political affairs’ reports, Court documents presented at the Kaduna State High Court outline charges that include contract fraud, misappropriation of public funds, abuse of his position, and attempts to obstruct federal investigations.

A significant aspect of the case centers around disputed CCTV contracts approved in 2015. The ICPC asserts that El-Rufai sanctioned a ₦4.61 billion contract for surveillance system installations in Kaduna, awarded to a private firm in breach of procurement regulations. He is also accused of granting an additional contract worth $22.47 million to the same company, purportedly to provide it with an unfair advantage.
Furthermore, prosecutors allege that El-Rufai authorized a ₦11 billion payment to an unregistered firm for a light rail project that was never executed.
Another accusation includes El-Rufai receiving approximately ₦289.8 million as severance pay, significantly exceeding his legal entitlement of about ₦20 million, which the commission deems unlawful enrichment.

The ICPC also claims he misappropriated $1.085 million from a World Bank loan intended for Kaduna State, allegedly violating the terms of the loan agreement.

In a separate accusation, El-Rufai and his son allegedly attempted to bribe federal investigators in 2025 to influence ongoing inquiries related to these contracts.
Additional charges encompass land fraud and breach of trust, with claims that land set aside for private citizens was reassigned to associates.
The ICPC argues that these actions illustrate a wider pattern of misuse of public office and resources.
The former governor has already appeared in court for related accusations as the commission continues it s legal proceedings.
