The Lagos State Ministry of Establishments and Training has opened applications for Cohort Two of the Public Service Accelerator Programme (PSAP), a flagship leadership development initiative designed to equip high-potential civil servants with the skills needed to drive the T.H.E.M.E.S+ agenda and deliver measurable public value for a Greater Lagos.
PSAP targets civil servants on Grade Levels 12–14 across Ministries, Departments, and Agencies (MDAs).

The three-month hybrid programme combines expert-led masterclasses, senior mentorship, applied case studies, group projects, and a unique “Pass-It-On” knowledge transfer model to build a new generation of reform-minded public servants.
Programme Highlights
- Curriculum Pillars: Leadership & Strategy, Service Delivery Excellence, Innovation & Digital Governance, Professional Effectiveness, Wellbeing & Resilience, and Service Impact Projects.
- Hands-on Learning: Participants tackle real governance challenges, design solutions aligned with the T.H.E.M.E.S+ agenda, and implement projects in areas such as digital performance management, unified civil service identity systems, and citizen-focused service improvements.
- Mentorship: Direct engagement with Permanent Secretaries and senior leaders.
- Pass-It-On Model: Accelerators cascade learning to younger officers, multiplying impact across MDAs.
- Proven Impact: The maiden cohort (2025) received over 3,032 applications, selected 100 Accelerators(50/50 gender balance), and reached more than 500 officers through knowledge-sharing sessions.

Eligibility
- Lagos State civil servants currently on Grade Levels 12–14.
- Officers on GL 10 awaiting confirmed promotion to GL 12 are also eligible.

The programme runs for approximately 12 weeks in a hybrid format (virtual and physical sessions), including site visits and collaborative projects.
