Nigeria has released the Second Edition of the Subnational Climate Governance Performance Ranking (SCGPR2.0) Report, which evaluates and ranks the climate action initiatives of its various subnational jurisdictions. The report, unveiled today by Minister of Environment Balarabe Abbas Lawal in Abuja, emphasizes the crucial role these jurisdictions play in implementing effective climate policies at the local level.
During his keynote speech, Minister Lawal pointed out that while climate change is a global issue, it demands localized responses. He noted that state and local governments, being closer to the communities, have direct access to important data necessary for successful climate actions.

Lawal reiterated the Federal Ministry of Environment’s dedication, under President Bola Ahmed Tinubu, to assist the states through capacity-building and strategic initiatives aimed at addressing deficiencies in data collection, climate budgeting, and sustainability projects. He encouraged governors and commissioners to focus on community engagement, adequate financing, and modernized data systems to enhance impactful climate policies.
The Minister praised high-performing states and urged others to adopt successful strategies to accelerate progress toward a climate-resilient future. “This report serves not as a judgment but as a roadmap toward a low-carbon future,” he stated, advocating for collaborative progress.
This launch represents a pivotal advancement in Nigeria’s climate governance, empowering states to pursue sustainable growth and environmental responsibility.
