The exercise, which was held on Thursday, August 28, 2025, came just a day after his maiden strategic meeting with management staff, where he promised to remain connected to the workforce and the realities of governance rather than operate from a distance.
Strengthening Communication and Staff Welfare
During the tour, Obasa visited various departments within the Secretariat, interacting directly with staff, listening to their concerns, and assessing the condition of offices and facilities.
He noted that the exercise was an opportunity to strengthen communication lines, evaluate the work environment, and identify infrastructural needs.

The Acting Chairman encouraged workers to carry out their duties with diligence and integrity, assuring them that his administration would prioritise staff welfare and create an enabling environment for effective service delivery.
Focus on Skill Acquisition and Youth Empowerment
The tour also extended to the Skill Acquisition Centres under the Education Department, where trainees are equipped with vocational skills in fashion designing, catering, hairdressing, make-up, and ICT.
Speaking to the students, Obasa emphasised the role of vocational education in tackling unemployment and empowering young people. He pledged to upgrade facilities, provide modern equipment, and improve the learning environment to enhance productivity and quality skill development.
Continuous Engagement and Inclusive Governance
Obasa reiterated that the exercise was not a one-off initiative but the beginning of continuous engagement and visibility in his leadership style.
“Good governance thrives on trust, and trust is built through constant interaction, transparency, and accountability,” he stated.
Observers and staff present at the exercise commended Obasa’s humility, accessibility, and willingness to listen, describing his leadership approach as refreshing and people-focused.
